Position Summary

ISI is seeking one full-time onsite Construction Manager to support the Department of Veterans Affairs (VA) at the Brooklyn VA Medical Center for Electronic Health Record Modernization (EHRM) Infrastructure Upgrades.

The Construction Manager will provide construction-phase oversight support for EHRM-related projects at Brooklyn VAMC. The Construction Manager will monitor construction activities, support quality assurance efforts, review contractor submittals, monitor project schedules, perform inspections, and assist the VA in maintaining compliance with project requirements throughout execution.

Key Responsibilities

  1. Coordinate and track submittals and RFIs
  2. Review submittals and provide recommendations to the VA
  3. Monitor construction schedules and milestone completion
  4. Track long-lead procurement items
  5. Perform field inspections and document observations
  6. Identify deficiencies and monitor corrective actions
  7. Verify and maintain as-built documentation
  8. Monitor contractor quality control activities
  9. Support testing and commissioning activities
  10. Prepare daily and weekly inspection reports
  11. Attend and support project progress meetings
  12. Monitor safety and environmental compliance issues
  13. Support issue resolution and troubleshooting efforts
  14. Assist with project closeout activities
  15. Support claims avoidance and construction documentation efforts

Minimum Qualifications

Education and Experience:

  • Degree from an accredited institution of higher learning and three (3) years’ relevant experience

OR

  • Minimum seven (7) years of construction experience in lieu of degree

Experience Requirements:

  • Working knowledge of construction management practices
  • Experience supporting quality assurance and construction inspections
  • Experience reviewing contractor submittals and RFIs
  • Experience analyzing construction schedules and progress
  • Experience identifying deficiencies and recommending corrective actions
  • Experience supporting healthcare infrastructure projects
  • Experience working in active hospital environments
  • Experience supporting phased construction activities
  • Experience supporting commissioning activities
  • Ability to present three projects of similar size and complexity where the candidate served in a comparable role
  • Proficiency with construction management and reporting software

Other Requirements:

  • U.S. Citizen
  • Ability to obtain and maintain Public Trust (NACI)
  • Ability to obtain and maintain VA PIV credential
  • Ability to work full-time onsite in Brooklyn, NY
  • OSHA 30 certification preferred
  • Ability to support occasional after-hours work as required

This job operates in a professional office environment, active hospital, and active construction sites. An employee must meet the physical demands described here to perform the essential functions of this job successfully.   • Full-time, onsite at Brooklyn VA Medical Center.
  • Approximately 8 hours per day. Work may require evening, weekend, or after-hours support associated with contractor activities and project milestones.
  • Must be required to occasionally move and lift 20-30 pounds.
  • Must be able to climb, erect and maintain balance on a 30-40 pound ladder.
  • Must be able to remain in a stationary computer position for extended periods of time.
  • Must be able to walk up to 1.5 miles per day between buildings.
  • Must be able to stand for extended periods.
  • Must be willing to work in external environments of rain, high heat and significant cold.
  • Must be able navigate active construction sites containing uneven ground, debris, and active construction hazards such as sharp objects, electrical hazards, and potential fall hazards.
  • Must be able to occasionally go into confined spaces and crawl.
